Hello everyone, and welcome to this session. Today, we are going to talk about Public Revenue, a very important concept in public finance.

So, what exactly is public revenue?
In simple words, public revenue refers to the income earned by the government from different sources to meet its expenses. Just like families earn money to spend on their needs, governments also need income to carry out their functions, such as maintaining law and order, providing healthcare, building infrastructure, supporting education, and ensuring welfare for the people.

Now, let us understand the sources of public revenue. Broadly, these sources can be divided into two categories: tax revenue and non-tax revenue.

Tax Revenue – This is the major source of income for the government. Taxes are compulsory payments made by people and businesses without expecting direct benefits in return. Taxes are further divided into two types:

Direct Taxes, which are paid directly to the government, such as income tax, corporate tax, and wealth tax.

Indirect Taxes, which are collected indirectly through goods and services, such as GST, excise duty, and customs duty.

Non-Tax Revenue – Apart from taxes, the government also earns revenue from other sources like:

Fees and fines for services such as passports, licenses, or penalties.

Profits from public sector enterprises such as railways, oil companies, or banks.

Interest on loans given to states or foreign countries.

Grants and donations received from international organizations or friendly countries.

Now, what is the importance of public revenue?

First, it allows the government to finance its expenditure on administration, defense, and development.

Second, it helps in building public infrastructure like roads, bridges, hospitals, and schools.

Third, it is used to promote social welfare programs like healthcare, pensions, and subsidies for the poor.

Fourth, public revenue helps in maintaining economic stability, especially during inflation or recession.

And finally, it plays a key role in reducing income inequality by redistributing wealth through taxes and welfare schemes.

However, there are also challenges in public revenue collection.

Heavy dependence on indirect taxes can burden the common people.

Tax evasion reduces government income and creates inequality.

Over-reliance on borrowing to raise revenue may increase debt burden.

In developing countries, low tax compliance and corruption are major hurdles.

So, to conclude, public revenue is the lifeline of any government. Without adequate revenue, the government cannot function effectively or meet the needs of its people. A good public revenue system ensures regular income, social justice, and balanced economic growth. That is why governments focus on widening the tax base, improving efficiency in collection, and reducing leakages in the system.
